The design of automated centralized warning systems (hereinafter referred to as ASTSO) and automated systems for early detection of emergencies and notification (hereinafter referred to as ASWO) is based on the following regulatory documents:

Order of the Cabinet of Ministers of Ukraine “On approval of the Regulation on the organization of notification of the threat or occurrence of emergency situations and communications in the field of civil defense” (27.09.2017  № 733).

This  Regulation determines  the  procedure  for organizing  notification of executive authorities, local governments, enterprises, institutions, organizations, government  bodies  and  civil defense  forces  and  the  population  about   the  threat  or  occurrence  of  emergency  situations, their subsequent  informing    in order to take security measures, provide communication to the executive authorities and local government bodies in the event of a threat or emergencies and  eliminate  their  consequences,  as  well  as  ensuring  the  functioning  of  equipment  and  technical  means  of warning, as well as technical devices for telecommunications.

ДБН В.2.5.-76:2014 Automated systems for early detection of the threat of emergencies and warning the population.

These building codes establish requirements for the design and installation of automated systems for early detection of the threat of emergencies and alerting the population, which facilities, buildings and structures with a risk of emergencies at national, regional or local levels, as well as buildings and structures of the consequences class ( responsibility) SS2, SSZ (except for residential buildings), respectively to ДБН В.1.2-14:2018, ДБН А.2.2-3-2014.

Appendix to the letter of the DSNS “Recommendations regarding the design, commissioning, operation and maintenance of territorial (local)                  automated centralized warning systems” (08.07.2019   №16-9577/163).

Recommendations regarding the design, commissioning, operation and maintenance (support) of territorial (local) automated centralized notification systems  have  been  developed  to clarify  the  08.02.2019   №93   “On  approval  of  the Instruction on the practices or procedures for design, research, commissioning, operation and maintenance (support) of automated centralized warning systems”,  registered  with  the Ministry  of  Justice of Ukraine            on April 22, 2019. № 418/33389, for use by responsible persons and specialized specialists of the territorial bodies  of  the  ДСНС  of  Ukraine, who need           to  fully  understand  them,  clarify  and  analyze  the processes of implementing  projects  (design  solutions) regarding the creation and / or technical reconstruction (modernization) of automated centralized warning systems.

Order of the DSNS “On the approval of the Recommendations regarding the design and calculation of the zone of confident reception of the sound        signal of danger” ATTENTION TO ALL! ” (26.07.2018    № 438).

The basis for carrying out acoustic calculations during the design of public warning systems are the requirements of national standards                                   ДСТУ EN ISO 7731:2016  and   ДСТУ ISO 22322:2017.

Calculation of the effective audibility of a sound signal depending on the noise level.

Analysis of calculation results.

When designing, after drawing warning zones on the map, they are analyzed for the completeness of warning places with a mass presence of people.

If necessary, adjustments are made:

– the address of the installation of signal-loud-speaking devices (if necessary) and / or the number of warning devices is changed.

Scope and content of planning and management of the Project / Working project

Software

As part of ASTSO or ASRVO software is not developed.

It is assumed to use previously developed software, which is installed on a personal computer AWP ASTSO (territorial / local) or AWP ASRVO. No software adjustments are required.

Composition of design and estimate documentation (two-stage design)

1. Project – consisting of:

– explanatory note;

– structural diagram of the complex of technical means;

– external wiring connection diagrams;

– equipment layout plan;

– specification of equipment and materials;

– bill of quantities;

– a consolidated estimate of the cost of construction (composition in accordance with   ДСТУ Б Д.1.1-1:2013  “Rules for determining the cost of construction”).

2. Working documentation – consisting of:

– general data from working drawings;

– external wiring connection diagrams;

– equipment layout plan;

– specification of equipment and materials;

– a consolidated estimate of the cost of construction (composition in accordance with   ДСТУ Б Д.1.1-1:2013  “Rules for determining the cost of construction”).

Working draft – consisting of:

– explanatory note;

– structural diagram of the complex of technical means;

– equipment list;

– bill of quantities;

– general data from working drawings;

– external wiring connection diagrams;

– equipment layout plan;

– specification of equipment and materials;

– a consolidated estimate of the cost of construction (composition in accordance with   ДСТУ Б Д.1.1-1:2013  “Rules for determining the cost of construction”).

Expertise of design documentation

Expertise is subject to:

– two-stage design – project;

– one-stage design – working draft.

The expert organization is determined by the General Designer in agreement with the Customer.

The documentation for examination is submitted by the General Designer on behalf of the Customer.
